Derek Kornelsen, University of Manitoba and Heather Castleden, Queen’s University are seeking graduate student trainees to assist with the development and completion of a critical program analysis of Natural Resource Canada’s Impact Canada Fund. The fund, titled “Clean Energy for Rural and Remote Communities Program” is offering support to remote communities that are striving to meet at least one of three criteria:

  1. Innovative Demonstrations to Reduce Diesel Use
  2. Deployment of Renewable Energy Technologies
  3. Bioheating Program to Reduce Fossil Fuel Use 

Heather and Derek will co-lead a project with Ms. Meaghan Bennett (NRCan) to provide a real-time critical program analysis of the Impact Canada Fund – Getting Off-Diesel Initiative. This initiative (in its current form) will ask communities to submit proposals to be evaluated by NRCan in stages, with the goal of supporting the innovative ideas arising from communities in northern Canada, from design to demonstration.

We have an opportunity for a novel approach to critical program analysis as NRCan and A SHARED Future team members will interact with each other in an iterative feedback loop as the program is ‘rolling out’ over the next four years. This will offer immediate intervention during the program as well as important lessons learned for other NRCan and Whole-of-Government initiatives in the future.

Participation in this project will develop the following skills related to intersectoral collaboration with Indigenous communities: policy analysis, qualitative data analysis (including conducting and analyzing interviews); Indigenous rights (including the implementation of the UN Declaration on the Rights of Indigenous Peoples).
